One Connecticut Building Code, 169 Filing Systems
Westport records 4,959 building permits and not one of them is typed as mechanical, yet 529 of those records describe HVAC work and 458 are filed as building permits. Connecticut municipalities cannot amend the state building code, so the technical standards are identical everywhere, but the label a town files a permit under is purely administrative. That makes permit type a reliable signal about the town and an unreliable signal about the trade.

What does Connecticut's permit type field actually record?
It records what the town called the paperwork, which is not the same as what the tradesperson did.
Our Connecticut file holds 27,747 permit records across 51 towns and all eight counties, reaching from January 2021 to within a day or two of now. Sorted by type, it looks orderly.

That table invites an obvious reading: Connecticut does a lot of building work, a fair amount of electrical, and a little trenching. The reading is wrong, and the way it is wrong matters if you are buying a territory.
Which permit types are missing from which towns?
Break the same file down by town and the tidy distribution turns into a set of structural zeros.
About 97% of our Connecticut records sit in four towns, so those four are where the pattern is legible.

Every bolded zero sits under a town with thousands of records, which rules out small-sample noise. Bridgeport files no mechanical permits at all. Westport files none either, and is the only one of the four filing gas. Guilford records no fire alarm permits across 5,000 records. Hartford, the largest, records neither gas nor trench.
The concentration goes further than the zeros suggest. All 1,481 trench permits in the state file are Bridgeport. So are all 31 low voltage permits. All 10 sheet metal permits are Westport, and 205 of the 265 gas permits are too. Three of the eleven categories in that first table describe one town wearing a statewide label.
Where does the same job land in each town?
Follow one kind of work across the towns and the relabeling becomes explicit.
Searching work descriptions for HVAC, furnace, boiler, air conditioning and heat pump terms finds the same category of job in three of the four deep towns. It lands in a different place in each.

Hartford behaves the way the category names imply, sending 589 of its 674 HVAC records to mechanical. Guilford spreads the same work across four types with no clear majority. Westport sends 458 of 529 to building and has no mechanical category to send anything to.
An HVAC contractor filtering our Connecticut file for mechanical permits would see Hartford clearly, see Guilford partially, and conclude that Westport has no HVAC market. Westport has one of the strongest HVAC markets in our file. The heat pump analysis found the first version of this effect inside one work category. Across the whole file it is larger than it looked there.
Why does one statewide code produce inconsistent files?
Because Connecticut centralised the standards and left the administration local.
The Connecticut State Building Code is administered by the Office of the State Building Inspector, which sits within the Department of Administrative Services. The current edition took effect on 1 October 2022 and is based on the 2021 I-Codes. Municipalities cannot amend its technical requirements, so a furnace replacement in Bridgeport must meet the same standard as a furnace replacement in Guilford.
What stayed local is everything around that. Local building officials issue the permits and perform the inspections. The State Building Inspector provides code interpretation and does not issue permits at all. Fees are set locally, staffing is local, timelines are local, and so are the software systems and the categories those systems offer.
So the uniformity people expect from a statewide code is real, and it lives entirely on the technical side. Connecticut has one building code and, in principle, 169 separate filing conventions. Our file covers 51 of those towns and already shows five distinct patterns.
This is the same structural point the 169-town map makes about territory, arriving from a different direction. Connecticut resists statewide generalisation because Connecticut is administratively 169 places.
What can this data not tell you?
The limits are specific and two of them bite directly on this analysis.
Work descriptions are populated on roughly 71% of Connecticut records and only from January 2025 forward. Coverage by town is uneven in a way that shapes what you can conclude: Guilford runs 99.6%, Westport 99.7%, Hartford 93.6%, and Bridgeport runs 0.0% across all 7,417 records. That is why Bridgeport appears in the type table above and not in the HVAC table. With no mechanical type and no descriptions, Bridgeport's trade mix is not recoverable from this file by any method. It remains excellent for property and address coverage.
The three towns that can be read are also not a random sample of Connecticut. They are the towns deep enough to read, and the other 47 towns in our file are mostly a few weeks of 2026 records, too thin to establish a convention. Treat the five patterns here as demonstrated for those towns and likely elsewhere, not as a statewide census.
Beyond that, Connecticut carries no project cost, no latitude or longitude, and contractor names on well under 1% of records. This file identifies properties and the work done to them. It does not size jobs or map them.
How should you filter Connecticut permits without losing towns?
Invert the usual order. Start from the town, then the description, and treat type last.
Begin by counting your target towns by permit type before you filter anything. It takes one pass and it tells you which categories that town actually uses. A zero on a town with thousands of records is a vocabulary gap, not a market gap.
Then filter on work description wherever it exists, because the description survives the labelling differences that the type field creates. That is what surfaces the 458 Westport HVAC jobs sitting under building permits.
Where descriptions are missing, widen the type filter rather than narrowing it. Building and electrical together hold 72.6% of the entire Connecticut file, and in towns with a thin type vocabulary those two categories are absorbing whatever the town does not have a separate label for.
Finally, keep the two questions apart. How much work is happening is a question about the town. What kind of work it is may or may not be answerable, and which of those you need should decide the territory you buy. The general version of that discipline is in scoring permit leads.
