Connecticut Heat Pump Permits Hide in Three Files

If you search Connecticut permit records for heat pump work by filtering to the mechanical permit type, you will miss most of it. Across 554 Connecticut records describing heat pump, mini split, ductless or air source work, only 222 are typed mechanical. The other 332 are filed as building, electrical, plumbing or gas. Which one you get is decided by the town, not by the job.
That is not a rounding problem. It is a whole-town problem.
Westport has 4,938 permit records in our Connecticut file and not a single one carries the mechanical permit type. Not zero heat pump mechanicals. Zero mechanicals, of any kind, ever. A saved search built on that type does not under-report Westport, it deletes it.
Which permit type does a Connecticut heat pump actually file under?
All three of the obvious ones, and the split is a local convention rather than a technical distinction. Here is what the three towns with real volume in our file do with the same category of work.

Three towns, three answers. Guilford leads with electrical and runs mechanical close behind. Hartford is overwhelmingly mechanical. Westport routes essentially everything through the building permit and files no mechanical permits at all.
Statewide the totals flatten this out into something that looks like a sensible mix, 222 mechanical against 180 building and 144 electrical, and that flattened view is exactly what misleads people. There is no statewide mix. There are individual building departments with settled habits, and the aggregate is just their habits added together.
Guilford is worth a second look because it splits internally: 103 electrical and 90 mechanical on the same kind of work. That is closer to a genuine two-permit pattern, where a conversion files a mechanical permit for the equipment and an electrical permit for the circuit and disconnect. Read as leads, those are often the same house twice.
Why does the same job file differently in different towns?
Because Connecticut permits are issued municipally, and the permit type is a clerical category applied at intake, not a code determination. Connecticut abolished county government, so there is no county permit office to standardise anything between Guilford and Westport. Each town's building department decides how work gets bucketed and then keeps doing it that way for years.
The practical effect is that permit type in Connecticut is a reliable signal about the town and an unreliable signal about the work. Reverse the intuition most people bring to this data and you will get more out of it.
Connecticut carries 7,071 electrical permits against 1,544 mechanical across the whole file. That ratio alone should tell you the mechanical type is not where this state records its trade activity. A heat pump conversion almost always needs a dedicated circuit and a disconnect, which means the electrical file catches conversions that never generate a mechanical permit anywhere.
The work description is what actually holds the information. It is populated on 71.0% of our 27,590 Connecticut records, and it is specific: mini split, ductless, air source, heat pump. When do Connecticut homeowners actually file?
Steadily, which is not what we expected to find.

The whole year sits between 23 and 39. December is the quietest month and May is the busiest, which is the opposite of the shape a heating product is supposed to have. Compare that with Connecticut generator work, which does concentrate in the autumn, and the difference tells you something real about the buyer.
A generator is bought in reaction to an outage. A heat pump is a planned fuel switch, decided months ahead, usually alongside a rebate calculation and often scheduled for a shoulder season when the house does not need the old system running. The weather does not drive this market and it is a mistake to staff for it as though it does.
Which is good news operationally. There is no dead quarter to survive here, and no scramble either. 408 of our 554 heat pump records landed in the trailing twelve months, so the volume is also growing rather than flat over the longer run.
What does the 2026 Energize Connecticut deadline change?
It replaces the season as the thing that sets the calendar.
For residential electric customers of Eversource or United Illuminating, the 2026 air source heat pump rebate pays $250 per ton on the standard tier and $1,000 per ton under Energy Optimization, capped at $10,000 per home and at 100% of the purchase price. The equipment has to be ENERGY STAR Cold Climate certified, it has to go into an existing home, and it has to replace natural gas, oil, propane or electric resistance as the primary heating source. Smart-E Loan financing has been available at rates as low as 1.99% alongside it.
Two dates matter. The installation has to happen between January 1 and December 31, 2026. The Energy Optimization rebate form has to be postmarked no later than February 27, 2027.
There is also a gate on the contractor. The install has to be done by a firm in the Energize CT Heat Pump Installer Network. HPIN participants are independent, licensed and insured, and within their first year every installer has to produce a certificate of completion for manufacturer cold climate sizing and design training and finish their assigned training in the programme's eLearning Center.
We cannot tell you from permit data who is in that network, and we are not going to guess. Contractor names appear on 0.6% of Connecticut records, and programme membership is not a field we hold at all.
What the calendar does tell you is that a homeowner who has pulled a permit but not finished the work has a hard financial reason to close it out before New Year's Eve. That is a better outreach hook than the first cold night.
How should you work this file in practice?
Accept what Connecticut is. A permit is a signal about the homeowner, not the contractor, and here that is not a philosophical point, it is a data constraint. With contractor names on 0.6% of records and no project cost field, this file identifies properties and nothing else. Build around that and it works well. Build around competitor intelligence and it collapses.
Start from the description, not the type. Run heat pump, mini split, ductless and air source across every permit type, then group. If you are only interested in three towns, check first whether those towns even use the type you had in mind.
Then read the multi-permit towns properly. In Guilford, an electrical permit and a mechanical permit on the same address weeks apart is one job, not two prospects. In Westport, a building permit carrying a heat pump description is the whole record of the job and there will be no mechanical filing to wait for.
For adjacent trades this is where it gets useful. An electrical permit for a heat pump conversion is a house that just had its panel looked at by someone. Service upgrades, new circuits and disconnects cluster around these conversions, and the same panel that takes a heat pump is the one a car charger or a standby generator will need later. Guilford's 103 electrical heat pump filings are 103 houses in the middle of an electrification decision, and most of those decisions are not finished.

Said plainly, because it should be: this is a keyword match on a description field that is populated on 71.0% of records, so 554 is a floor and not a total. Connecticut also carries no project cost and no coordinates, so it will not price a job or map a drive time. Contractor names are effectively absent at 0.6%.
What it does carry is the address, the town, the permit type and a description specific enough to tell a ductless retrofit from a boiler replacement. For an installer deciding which streets to work between now and the December 31 rebate deadline, that is the useful half.
