Philadelphia's electrical permit file records capacity, not purpose. Slightly more than half of the city's electrical permits describe a service, panel or load centre job, and fewer than one percent of those say what the new capacity is going to run. The upgrade is filed first. The heat pump, the charger, the induction range or the finished basement comes later, and it comes from a different contractor.

That gap is the whole opportunity, and almost nobody sells it correctly. Electrical permit data gets marketed to electricians, who are the one trade that already knows about the job, because they filed it.

What counts as a capacity permit in Philadelphia?

Philadelphia does not issue a "service upgrade permit." The Department of Licenses and Inspections issues an electrical permit, and capacity work lives inside that type as a description rather than as its own category.

So the work has to be read, not filtered. Across our Philadelphia file of 14,128 electrical permits, 7,346 describe service, panel or load centre work. That is 52.0% of the type, and 4,369 of them were filed in the trailing twelve months.

Be honest about the method, because it matters for how much weight the number carries. This is a keyword match against the work description, not a city classification. A handful of records that mention "service" will mean a service call rather than a service conductor. Treat 7,346 as a close approximation and not a census.

The field quality underneath it is the part that makes Philadelphia worth the trouble. On that same subset, 99.9% carry the electrical contractor name and 98.1% carry the property owner name. Philadelphia requires a licensed electrical contractor to perform electrical work, and that licensing requirement is exactly why the contractor field is nearly complete. Compare that to New Jersey, where 640,741 permits carry no contractor name and no owner name at all.

Why does the work description almost never name the real job?

Because the electrician is describing the electrical work, and the electrical work genuinely is a service upgrade. Nobody is hiding anything.

The permit says what the licensed contractor is installing. It does not say why the owner decided to spend four figures on amperage they did not previously need. That reason lives in a conversation that happened before the filing and in a purchase that happens after it.

The numbers make the point sharply. Of the 7,346 capacity filings, 55 also mention an EV charger. That is 0.7%. Across all 14,128 Philadelphia electrical permits, 99 mention an EV charger, 52 mention a heat pump and 163 mention a generator. Those three numbers together are smaller than a single week of capacity filings.

This is the anchor idea in its Philadelphia form. A permit is a signal about the property owner, not the contractor. The electrician's name tells you who did the work. The owner's name and the amperage tell you what that property is now capable of running, and that is the part with a future in it.

Which capacity signals actually appear, and how often?

Here is the file as it stands on 2026-08-23, with what each signal usually means in a rowhouse city.

Read the 400-amp rows differently from the 200-amp rows. A rowhouse moving to 200 amps has made a single-appliance decision. A property moving to 400 has committed to something structural, and the follow-on work is bigger, later and worth a different price.

The 400 permits that name both 100 and 200 amps are the cleanest records in the file, because the description states where the property started and where it landed.

Why is 200 amps the number that decides the filing lane?

Because Philadelphia's no-plans route turns on it, and the two tests that mention it are worded differently by exactly one word.

L&I's EZ path covers one and two family dwelling new construction, additions and alterations where the connected load is less than 200 amps. Separately, it covers service conductor installation with a connected load of 200 amps or less. Read those twice. A service conductor install landing exactly at 200 amps clears the EZ test. A dwelling alteration landing exactly at 200 amps does not.

That distinction is worth knowing for two reasons. It shapes how quickly the job in front of you moves, and it explains why 200 shows up in 2,882 descriptions: it is the number everyone designs toward.

The EZ path also carries EV charger stations that meet the city's EVC permit standard, commercial interior alterations under 2,000 square feet, and equipment replacement rated 600 volts or less with no new wiring. One and two family EZ eligibility excludes fire alarm, fire pump and solar systems. The filing fee is $100 and it is credited toward the final permit fee.

Two dates are worth having in the diary. Philadelphia adopted the 2021 ICC family of codes beginning July 1, 2026, and from that same date the contractor named on any permit application including an EV charger must hold valid EVITP certification on their electrical contractor licence. One thing the changeover did not do is move the filing volume. Philadelphia recorded 1,524 building permits in June 2026 and 1,498 in July. If you were expecting a rush to beat the code, the file does not show one.

How should a non-electrical trade actually work this file?

Start by accepting that you are buying a permit type that is not yours, and that this is the point rather than a mistake.

The sequence that works:

  1. Filter to capacity, not to type. 14,128 electrical permits is too broad. Match on service, panel and load centre to reach the 7,346.
  2. Split by amperage. Handle the 466 filings naming 400 amps as a separate, higher-value list from the 2,882 naming 200.
  3. Take the owner, not the electrician. 98.1% of the subset names the property owner. The electrician has been paid already.
  4. Roll postal codes to five digits before you count anything. The raw field mixes ZIP+4. Done properly, capacity work concentrates in 19143 at 422 filings, 19146 at 342, 19104 at 322, 19140 at 306 and 19148 at 301. You can browse the same slice on our Philadelphia electrical permit records page.
  5. Time the follow-up two to eight weeks out. This is preparation work, not a reactive job, and the difference between reactive and planned permit signals changes the cadence you should run.

One constraint to design around before you build anything. Project cost is empty across all 77,964 Pennsylvania records. There is no job value in this file, so any scoring model that expects a dollar figure will not run. Score on amperage, permit type, work description and address instead.
