MA Geothermal Permits: The Job Files as a Well First

The residential geothermal install is the one heating job in Massachusetts that files with two different state programs and a health department before the building department has anything to look at. The loop field is drilled first. Under 310 CMR 46.00, those boreholes are wells, which means a certified well driller, a town permit, and a report to MassDEP within 30 days of completion. The mechanical and electrical permits for the equipment come later.
That sequence is why geothermal is invisible to almost every contractor working Massachusetts permit data. They are filtering a building department feed for a job that starts in a health department file.
What a geothermal permit actually means for Massachusetts contractors
A ground source heat pump moves heat between the house and the ground through a buried loop of pipe. The loop is the expensive half. Mass Save's own published example puts a residential installation at an average of $44,000, dropping to a net $30,500 after the standard rebate.
Compare that to an air-source swap. A homeowner replacing a condenser is a $10,000 to $15,000 customer. A homeowner who just paid for a drilled loop field got there by choice rather than by equipment failure. Nobody drills boreholes in a panic.
That is the buying behavior worth reading. A geothermal household has committed to a long project, has usually already dealt with weatherization (the whole-home rebate requires it before installation), and has a general contractor's worth of downstream scope still open: electrical service, distribution, controls, and a yard a drilling rig has just driven across.
A permit is a signal about the homeowner, not the contractor. Here that signal is unusually loud, because the record proves the spend before the job is finished.
Which record does each loop type leave?
This is the part that decides whether a geothermal job is findable at all. Loop geometry, not system size, determines the paper trail.

Two rules of Massachusetts practice sit behind that table.
First, only a Massachusetts certified well driller may construct, alter, or decommission a well, and MassDEP counts ground source heat pump wells in that category alongside drinking water wells, deepening, decommissioning, and pump work. The authority runs through M.G.L. c. 21G, s. 20. A trenched horizontal loop is not a drilled well, so it never enters that system.
Second, closed loops came out of the UIC program almost a decade ago and most published guidance still has not caught up. As of December 2, 2016, a Class V closed-loop or direct-exchange ground source heat pump well no longer requires a UIC registration application with MassDEP, provided it is installed and operated in accordance with MassDEP's Guidelines for Ground Source Heat Pump Wells and is not used to produce water. That change came out of amendments to 314 CMR 5.00, alongside the revised UIC regulations at 310 CMR 27.00 promulgated September 23, 2016. Vendor pages still telling homeowners to file a BRP WS-06 for a closed loop are quoting a rule that changed.
So closed-loop residential geothermal is a health department and Well Driller Program record, not a UIC record. If you were looking in the wrong file, that is why you never found it.
The well permit carries more than a date. Reading requires that a Massachusetts Certified Well Driller obtain a permit from the health department before construction, with a $100 fee, a scaled plan signed by a registered surveyor or engineer, a description of land uses within 200 feet, abutter notification, and a Dig Safe ticket. The permit runs one year and is not transferable. Fees across Massachusetts towns typically land between $100 and $300 with roughly one to four weeks of processing. That application names the owner, the driller, and the exact location of the work, in advance.
Why 2026 rewrote the geothermal lead pool
Two changes landed at once, and together they shrank the number of firms that can do this work while leaving demand intact.
The federal credit is gone. Section 25D, the Residential Clean Energy Credit, covered 30 percent of a geothermal system with no dollar cap. The One Big Beautiful Bill Act, signed July 4, 2025, terminated it for property placed in service after December 31, 2025. A household that finished before that date can still carry unused credit forward. A household starting now gets nothing federal.
What is left is Mass Save, and Mass Save got more specific about who may install. The 2026 ground source program pays $13,500 for a whole-home installation, $2,000 per ton for partial-home up to the same $13,500 ceiling, and up to $25,000 under the income-based enhanced incentive. Equipment must be installed between January 1 and December 31, 2026, must meet ENERGY STAR Cold Climate criteria, and must be installed by a contractor participating in the Mass Save Heat Pump Installer Network. Rebate paperwork is due by February 28, 2027.
Read those two facts together and the market description writes itself. In 2026 essentially every subsidized residential geothermal job in Massachusetts runs through a network installer, on a fixed calendar, with a deadline. That is a small, identifiable set of general contractors pulling permits, and a much larger set of specialty trades who work behind them and have no idea the jobs exist. The February 28, 2027 paperwork deadline is the pressure point. Work has to be complete and documented, so the back half of 2026 is a compressed finishing season for every job that started this spring.
When to reach out, and when is it too late?
Geothermal runs on a longer clock than any other heating job, and that works in your favor.
The Board of Health well permit is the earliest usable signal. It is filed before a rig is on site, and it names an address where a five-figure ground project is about to happen. For site work, landscape restoration, and access, that is the only moment that matters, because once the drilling is done the disturbance is already there.
The Well Completion Report is the confirmation record. It lands within 30 days of drilling and tells you what came out of the ground: total depth, casing, grouting, static water level, and the lithology. That is a confirmation, not an early warning, the same limitation that applies to the well records behind drought-driven irrigation demand. For anyone selling into the finish stages, the timing is close to ideal. The hole is paid for and the house is not connected yet.
The mechanical and electrical permits are the late signal. By the time an electrical permit is pulled under 527 CMR 12.00, the loop field is in and the equipment is chosen. For an electrician bidding subcontract work that is still live. For anyone hoping to influence the system decision it is over.
There is a trailing window most people ignore. A geothermal conversion strands the old system: an oil tank, a boiler, a chimney liner that no longer vents anything. Those removals are a separate purchase made months after commissioning, the same tail described in the heating conversion permit trail.
What to say in your outreach
Reference the record plainly and then say something the homeowner does not already know. These buyers have been researching for months. Generic interest reads as noise.
Three openers that work, by trade:
- Site and landscape, off the well permit: "I saw the well construction permit filed for the geothermal loop at your address. Most homeowners plan the boreholes and not the rig access. If you want the lawn and driveway restored to a specific standard, that gets decided before the drilling, not after."
- Electrical, off the well completion report: "Your loop field is on file with MassDEP. The next item is usually the service capacity for the heat pump and the backup element. I can tell you in ten minutes whether your existing panel carries it or whether you are looking at an upgrade."
- Oil tank removal or chimney, off the mechanical permit: "You have a geothermal system going in, which means the old boiler and the flue stop doing anything this fall. Removal is cheaper before the mechanical room gets rebuilt around it."
One caution on accuracy. Do not tell a homeowner their closed-loop well needs UIC registration, and do not tell them a federal credit is waiting. Both are wrong in 2026, and both are the kind of error that ends the conversation with a customer who has read the program rules more carefully than you have.
Where does geothermal work concentrate in Massachusetts?
Geothermal follows lot size and fuel type, not income alone.
The strongest pattern is the large-lot suburb on oil or propane. Mass Save's rebate is built to displace fossil fuel heating, so the qualifying household is one currently burning oil, propane, or electric resistance. That points at the outer ring rather than the inner core: Concord, Carlisle, Boxborough, Harvard, Sherborn, and the Worcester County towns west of Route 495. These are the same towns that dominate the well drilling permit playbook, for the same reason. Room for a rig, and no gas main.
Second is Cape Cod and the South Coast, where Barnstable County's sandy soils drill easily and oil heat is common in older year-round stock. Seasonal occupancy is the constraint. The whole-home rebate is aimed at homes heated through the winter, so a summer property does not qualify the same way.
Skip the dense urban core. Suffolk County and the inner Boston neighborhoods have gas service, small lots, and no borehole access, which is why the lead patterns there look nothing like the suburban ones in the HVAC contractor permit playbook.
One geographic quirk worth knowing. Bedrock depth changes the job. Where overburden is shallow, drilling is faster and cheaper, which is part of why geothermal penetration is uneven between two towns of similar wealth twenty minutes apart. The Well Completion Report records depth to bedrock, so the state well database quietly holds a map of where this work is economical.
